Any girl can be prostitute, if she has a health condition reference and works in her own room which she rents or owns.
Despite of it if her neighbors are against her services, she must stop them. That actually means you can't call a Latvian prostitute and invite her in your own apartment. If such happens, you can be fined with Lats. If something like this happens within a year, there is a criminal responsibility. As well it is illegal to recommend certain prostitutes private way and populate the prostitution in whole.

I think, laws are changing so fast in Latvia that you can't follow them in time. But most possibly, this law works by now. If you would check a "sex service" boards, most likely girls are only inviting to themselves, and do not offer boarding on external territory. Well, I think prostitution means you have sex and give money for that. It's not like boyfriend-girlfriend situation at all.
I guess, no prostitutes will accept your movie tickets or petrol instead of sex, ha-ha. Because of the law preventing pimping and brothel keeping, there are lots of girls renting apartments, either as one-woman operations or with a friend or two, then advertising their services through the internet.
